Active-zone limit
An active-zone limit caps the zones simultaneously in implicitly open, explicitly open or closed states in a zoned namespace.
A closed, partially written zone still counts, even when no thread writes to it. Budget reclamation and metadata activity as well as foreground streams; the limit is not a free-byte counter.
